
At the UN General Assembly, the United States shared a 21-point proposal with a small group of Arab and Muslim countries aimed at ending the war in Gaza.
According to Axios, the US proposals draw on various ideas discussed over the past six months, as well as concepts developed by Trump’s son-in-law Jared Kushner and former British Prime Minister Tony Blair.
Leaders and senior officials from Saudi Arabia, the United Arab Emirates, Qatar, Egypt, Jordan, Turkey, Indonesia, and Pakistan attending the meeting set several conditions for supporting Trump’s plan, including no occupation or annexation of Gaza and the West Bank.
As reported by several media outlets, the 21 points of the document are as follows:

Gaza will become a de-radicalized, terror-free zone that poses no threat to its neighbors.

Gaza will be redeveloped for the benefit of its population.

If Israel and Hamas accept the plan, the war will immediately end, with the Israeli army halting operations and gradually withdrawing.

Within 48 hours of Israel’s public acceptance, all living and deceased hostages will be returned.

Following the hostages’ return, Israel will release hundreds of Palestinian security prisoners serving life sentences and over 1,000 Gazans arrested since the war began, along with several hundred Palestinian bodies.

Hamas members who commit to peaceful coexistence will receive amnesty, while those who wish to leave Gaza will be granted safe passage.

Once the agreement is implemented, aid to Gaza will resume at rates at least equal to those in the January 2025 hostage deal (600 trucks per day), including rehabilitation of critical infrastructure and rubble removal equipment.

Aid will be distributed neutrally by the UN, the Red Crescent, and other international organizations not linked to Israel or Hamas, leaving room for continued operation of the Gaza Humanitarian Foundation.

Gaza will be governed temporarily by a transitional committee of Palestinian technocrats, supervised by a new international body established by the US with Arab and European partners, ensuring day-to-day services and funding for redevelopment until the Palestinian Authority completes its reform program.

An economic plan will be developed to rebuild Gaza, leveraging experts in modern Middle Eastern city planning and existing investment/job creation strategies.

A special economic zone will be established, with reduced tariffs and negotiated access rates.

Gazans will not be forced to leave; those who choose to leave may return. Residents will be encouraged to stay and build a better future.

Hamas will have no role in Gaza governance, will dismantle offensive military infrastructure, and commit to peaceful coexistence.

Regional partners will provide security guarantees to ensure Hamas and other factions comply and Gaza poses no threat to Israel or its own people.

The US and international partners will create a temporary stabilization force to oversee security, train a Palestinian police force, and establish long-term internal security.

Israel will not occupy or annex Gaza; the Israeli army will gradually hand over territory to the new security forces.

If Hamas delays or rejects the plan, the above points will proceed in terror-free areas, with the Israeli army gradually transferring control to the international stabilization force.

Israel will refrain from future strikes in Qatar, acknowledging Doha’s key mediation role.

A de-radicalization process, including interfaith dialogue, will aim to change mindsets and narratives in Israel and Gaza.

Once Gaza’s redevelopment and the PA reform program are complete, conditions may allow a credible path toward Palestinian statehood, reflecting the aspirations of the Palestinian people.

The US will facilitate dialogue between Israel and the Palestinians to establish a political horizon for peaceful coexistence.
