Hochstein Set to Present a New Proposal for a Solution in Lebanon

The US envoy for the Middle East, Amos Hochstein, is reportedly set to present a detailed proposal to Tel Aviv aimed at resolving the conflict with Hezbollah, as reported by multiple media sources.

Hochstein, who is expected in Israel, is pursuing his diplomatic efforts focused on securing a ceasefire and implementing UN Security Council Resolution 1701 in Lebanon.

During his last visit to Beirut on October 21, he stressed that the United States was committed to finding a "solution that would end the conflict once and for all."

The document reportedly drafted by Amos Hochstein outlines an eleven-point plan, focused on implementing UN Security Council Resolution 1701.

  • A 21-day truce, involving a "cessation of hostilities between Israel and all armed groups in Lebanon, including a halt to Israeli Air Force flights over Lebanon and an end to Hezbollah’s rocket and drone attacks."
  • Hezbollah’s withdrawal, along with its weapons and equipment, north of the Litani River, and an Israeli pullback behind the Blue Line.
  • Reinforcing the Lebanese Army’s presence south of the Litani, involving the deployment of 8,000 additional troops and increased Army control at the airport, the Port of Beirut, and border crossings with Syria.
  • Closure of land smuggling routes between Lebanon and Syria.
  • An international conference to support the Lebanese military institution.
  • The United Nations Interim Force in Lebanon (UNIFIL) would be authorized to operate freely south of the Litani River under a new legal framework.
  • Negotiations to clearly determine the land borders between Lebanon and Israel.
  • A French-British-German commission would be responsible for overseeing the implementation of this new agreement.

Meanwhile… as We Wait for Hochstein

Meanwhile, in Beirut, there is ongoing anticipation regarding the outcomes of the discussions conducted by the American diplomat in Israel.

"We need to wait for what the American envoy Amos Hochstein will deliver," stated Caretaker Minister of Public Works Ali Hamiyeh in an interview with the local channel Al-Jadeed. According to him, if Hochstein communicated with the offices of Parliament Speaker Nabih Berri and Caretaker Prime Minister Najib Mikati to arrange meetings following his visit to Tel Aviv, "things would move in a somewhat positive direction."

In addition, Hamiyeh highlighted that "safeguarding our nation and sovereignty is paramount," mentioning that the government would make the appropriate decision regarding "any implementation mechanism for Resolution 1701.”
